I certainly have no valid ground for dissatisfaction if it is a fact that they were not told (1) that their pay would be the equivalent of £100, and (2) that they might remit half their pay at 4½ per dollar.
With regard to paragraph 6, I confess I do not clearly understand the statement therein made.
Very few Europeans, but this is not yet 15 years' rule, have profited by the pension rules.
As to paragraph 7, the statement that the inducements to enlist are not sufficient, is based upon the Crown Agents' reports of the difficulty experienced in enlisting the last batch of Constables.
This was referred to in one of the enclosures transmitted by me.
